Foreign workers usually come from poor countries, and they lack the financial capability to own ICT devices (smartphones, laptops etc.).
In addition, they came from a place with limited or no ICT available. As such, they are usually unfamiliar with these new technologies, or in other words, they lack the skills required for accessing the internet. As a result, these workers usually remain “disconnected” despite having improved financial capability.
This in turn causes them to not be able to enjoy the convenience of having ICTs such as cheaper overseas call.
Proposed solution (set): WHO HAS THE MEANS OF SOLVING THE PROBLEM? WHO IS IMPACTED?
Employers can send the workers to attend basic ICT skills course.
Government(Ministry of Manpower) can enforce employers to provide for basic ICT equipment.
Proposed Thesis:
Singapore government(Ministry of Manpower) can help foreign workers to get “connected” and to enjoy the convenience of having internet access, by enforcing companies to provide basic ICT equipments and skills training.

ReplyDeleteWe think that the problem identified should be problem caused by global digital divide and the foreign workers you mentioned is overly generalised.
Also, you did not mentioned the problem identified in the thesis statement. Your solution is flawed. There is no incentive for local government to help the "blue collar" foreign workers.
